It was designed by graphic designer and sculptor Maarten Struijs and unveiled on April 9, 1998. The monument consists of a series of black steel columns that symbolize the 18 synagogues that were destroyed in Utrecht during the war. A wall of illuminated glass sits at the rear of the monument and is engraved with the names of all 4,929 Utrecht Jews who lived and died during the Nazi occupation.
